VERY VERY FEW US military humvees have CTIS on them. The GMV's usually do, but other than those, not many others have them. CTIS usually never works correctly, and they leak air.
Military MT's are NOT directional. While mounting them "the right way" may make them look better and may help with a bit of extra traction, if you mount them "the wrong way" no harm will be done. The Army makes it easy for PVT Joe so he cant screw it up... I asked AM General this when I saw...
The humvee rims come in 3 "flavors"
8 bolt for the bias tires
12 bolt for the radials without the extra hole lower weight rating
12 bolt for the radials with the extra hole #3850 weight rating
