California uses declared weight so you register a vehicle for anything over the unladen weight but do not get scaled at over your registered weight. Most vehicles are registered at there GVWR but some are registered over the max axle rating and that is just giving the state money.

Most car clubs are about the show but there probably 100's of national clubs and 1000's of local clubs.
Legislation is generally aimed at historic vehicles in general.
MV's are a small segment of this huge hobby.
It would be nice to have one unified voice to fight all of this crap.
I seem to remember reading that the Mvpa was pairing up with one of the historical truck societies for just this reason. Does anyone else remember this.

On my old truck I had one mounted on the front edge of the bed, but this could be an issue if you carried a lot of cargo. In My personal vehicle I have a Max-axe behing the seat, it is kind of a compramise tool but it does not take up a lot of space for the accosional use.
