Have you Ohm checked and voltage checked your throttle position sensor? If that doesn’t read correctly, it may not understand to shift into 4th and TCC. That was part of my problem anyway…

In my case I had codes 22, 37 and 85. The first two were fixed by adjusting the TPS. After cleaning the connector with contact cleaner the 85 also went away. Make sure you use some di electric grease around the plug after cleaning, ANY fluid could cause a number of issues.

Or just put a 3/8" on it. It will not fit the china knock offs. But I've heard of reliable china-coms as well.... Just my guess the ones you put in are not US made, so not Wellmanns either.
One sure way to find out if the are China-com stuff is if they are 10mm vs 3/8". US made are always 3/8", never 10mm. Not saying all 3/8" are the real deal, but 10mm never are. What size wrench/socket did you use?

Check all the major ground cables, AND the starter cable and ground. Make sure you wiggle any cables or tighten lugs ONLY with the ignition off. A sudden reconnection may fry components and most likely will create arcs and sparks...

Maybe it's plain CYA, but you just can't argue with the TMs. There may be some other parameters that are different in the military use compared to most civilian versions. RWH, Mogman and other old-timer engineering minds may know more.

The black smoke (too much fuel) could be a clogged fuel return line, check valve or something like that. Something to think about, I am sure there are tons more reasons for the lack of power and black smoke...
