Croft trailer can help with all the brake components. Surge unit is also a common civy item made by Toledo/Balcrank/ Hydro act ( changed names several times) . Do search as I have posted a civy diagram and civy part numbers that is also readily available on croft's website.
Louisiana is one. Law just passed last year. Fully implemented now. HMMWV and all mil trucks have a legal path to registration and title.

They are extremely squirrely fully filled 500 gal. I bought a lot of water ones. Same thing but tan.
I had one in a m105 being pulled by a 5 ton at a crawl. Hit a rut/pot hole and before I could blink a 105 was on its side. Bladder had like 6 ratchet straps. When that puppy started rocking ...

on a 24volt system , you need to be seeing 27.8 -28.4 volts out of the alternator/charging system.
Bad batteries can kill your military alternator/ voltage regulator.... Don't ask me how I know....
Start with the basics. Check each battery voltage individually, charge if needed, load test. It sounds like one went south and dragged the other down. Once you have 2 hot good load tested batteries, check alternator output. Just a little drop in voltage is all that it takes to ruin your day.

The bottom 3 on left appear to be the barrel hold downs for an armament carrier. Typically not seen often. The one on bottom right is readily seen on epay.
Definitely a special purpose body that was removed as it does not look like the typical generator flatbed. Just speculation of a radar or electronics package maybe water pump/steam cleaner or ........?
I have the paper gasket for the plate if you go that far and extra copper crush washers.
This is absolutely the stupidest design ever for a water pump and adjustment. I know of no other crazy mouse trap like this one...... I would have love to meet this engineer personally.....

Good to hear at least it had primer. I have seen so many things and trucks with the carc just peeling away and nothing to prep or prime underneath, just paint sprayed on bare metal.
I am posting it here as a pdf for those without the latest Microsoft word or a converter.
Also, Another member shared a pic of the plate.
