I am sorry, but that is not normal. The amount of oil coming out of the dip stick tube in way too much. And yes, these engines are, according to the TM's, to be checked both stopped and running. So there is some kind of problem.
Its what I assumed, but until someone looks, its always an unknown. To quote Sir Arthur Conan Doyle,

That would be my bet. Like I wrote before, compression check. Also, and I have seen this happen. With the engine stopped, check the oil, and make sure its the Off side, of the dip stick. I know it sounds silly, but several times when I went to trouble shoot a problem like this, someone was...
Ray may have something concerning TM error. Has anyone compared the work passage of the MEP-002A and the MEP-003A? Sometimes it was right in one TM and in the other wrong. Would be easy enough to check.
