Bearing WILL FALL OUT! Yes, that was a fun surprise. I used a pen magnet and was able to collect the ones that fell deep into the case. It was also fun to count 120 roller bearings to make sure all were present and accounted for.
I would also recommend doing a pressure test of the trans. As throttle is applied you should get immediate pressure rise. Here is the page from the ATSG Service Manual for the 700r4.
Is your TV cable connected to the transmission? Getting the cable connected to the TV linkage while the trans is up in place might not be much fun.

I was under the impression we didn't need front plates in Texas also. I've run many different vehicles without front plates over the years and have never been pulled over for it. I never had an officer mention the front plates when I've been pulled over for other traffic infractions. I guess...

You should be able to get just the gear. I don't have a source off the top of my head, just google it. You might also try a local trans shop, they might have one and save you shipping fees
Pop the governor cover off and check your governor. A worn/binding/broken governor will prevent up shift. If your vacuum is pulling correctly, the vacuum modulator is working correctly and your governor is fine, then you are probably looking at an internal problem.

I have a 700r4 in my 1028 and its awesome for cruising. It does 65 no problem and I've done 70 a few times, this with stock tires and gears. I'm not an expert on the threshold for a 700r4 towing ability. I've heard that as long as you stay out of OD then you are fine. For the rest of the time...
You're not going to tow in OD with a 700r4, so you are back to a 1:1 ratio. If you are planning on serious towing then a 700r4 probably isn't your best choice. You could spend a bunch and have it built way up for towing but then you might just spend that money into getting a 4L80.
