Generally these are things that should be taken care of before buying a truck . Just a heads up CDL and insurance threads get locked quick here as every state is different and it depends on your intended use .

Insurance
You need to read your state laws on what the vehicle code requires . Here in michigan lifts are fairly regulated , no wheel spacers and cross-over probably won't pass here either .
The switch only works the idiot light on the dash , either linkage out of adjustment or bad transfer case . The truck should still move if the hub locks are not engaging . Does the truck move in 2 wheel drive ?
I got to agree with Ron on the bearings . And the only way to know the condition of them is to pull it apart and inspect them, it's probably a good idea on a 30 year old truck anyways .

Since your not a mechanic , you need to find someone near you that works on military trucks, most heavy truck repair shops won't ( or don't know how ).
