I put the LED tail lights on my 5-ton and they just worked. I hooked them up to a battery charger first and tested each lead first though to make sure the labels were correct.
If it were a modern vehicle with a power control system for lighting in it I would say it was a resistance problem...
Since you are doing a 5-ton you might want to consider getting some sort of lift to a} remove the wheel/tire and b) to remove the drum. The rest is manageable by hand.

A credit union may be better if you are a member of one. Then if you must finance the "toy" (this isn't exactly a normal truck) you may end up getting a personal loan and not an auto loan for the money.

It might not be getting a good ground on the PCB. Mine was flaking out until I pulled the cover (mine isn't full of epoxy) and I just put the cover back on and put wire ties on it to hold it down better.
Or buy a good takeout from the want ads.
