So you didn't touch anything on the injection pump itself ? You just replaced the booster pump seal correct ? This truck ran fine before, correct ?

I would try and put air pressure to the injection pumps inlet and make sure air is coming out the pumps...

If you lost "prime" you will not start. Since your in-tank pump does not work you will need to "manually" prime your fuel system. You can use another pump to try and prime the system. You will know when you have enough fuel when you see it coming out the injection pump hose return. Or the fuel...
