The appeal is the price and location. In the past, they've gone for a lot less than a consumer unit, and cheap enough to be throwaway. Of course, hidden costs of down time are relevant, too.

Being impatient, I cut out a piece of plywood in the proper dimensions, and made it a door.
The entire plywood is encased in fiberglass mat and resin, and the edges are angle-aluminum to provide rigidity and protection from warping or damage.

You can pull a freeze plug to insert a block heater, that would be the most efficient thing to do.
