Caster with power steering should be +6-7* (top of the spindle tilted towards the back of the vehicle). With manual steering around +2-4* is much easier to steer.

You can turn the governor up to 2400-2500 rpms on the cummins without hurting it. Pulling trucks do more. You'll damage it faster by lugging it than by revving it. I wouldn't hesitate to turn 2400 rpms.
Most important thing is weight on the rear end. I have pushed 2+ ft of snow with a Peterbilt on the highway, loaded. Can run highway speeds in 18" :D (I'd rather drive on fresh snow than a plowed road). Just throw a load of firewood or sand or something in the back and you'll be good to go...
