If you could post a picture, we might get a better idea of what your explaining? The frames are three sided and the hinge/pivot has seven or eight tapped.

A flexible hose and a clamp, the hose goes to the vacuum source. Removal of the nuts was accomplished with a box wrench and a ratchet, all of the suppliers carry the large bolt as well as the ninety plumbing vacuum tube. Hinge/pivot bolt.
It is indeed a struggle, I'd use a block of wood and work your way back and forth. I had to run a steel rod through mine and one end was actually crushed.
It looks like the panel that is underneath the mechanical fuel pump, and it attaches to the inner fender well, I think they are removed for service and seldom re-installed, as said earlier?
I've got one sitting around as well.
