Ray70 was correct. One of the field wires was chewed through. It was a pretty easy fix.I cleaned up all the rodent mess while I was in there.
Once everything was cleaned up - I tested the unit and....it worked perfectly
I went through everything again -
MPU reads between 2 and 3 VAC per the TM
I checked all the relays - they are good per the TM
K15 opens when S1 is in start
As stated previously voltage regulator terminals 5 and 6 momentarily show just over 19 VDC momentarily and then nothing

I checked out my “bad” duel float and indeed it’s not bad. I just picked up another 802a last week and it had the same issue. Both are tier 2 resets that never saw use. Both sitting at 2.2 hours which was what they were at after the reset. This time I took off the panel and loosened the nut...

I finally got it running. I took out all of the injectors and soaked them in PB blaster and used a brass brush to gently scrub them. The unit only had one hour on it so I don't think carbon build up was the problem. Maybe it we from sitting for a couple years and there was some rust or old...
I changed the oil and all the filters again. Everything is very clean (fuel system) so I don't think that's the problem. I'm right back where I started with lots of black smoke but no start. Anyone know of a good place in Northern Virginia to get the injectors gone over? I'm at a loss of...
