I was convinced I had pressure in my 802 because the fluid in the manometer would disappear. I then decided to make an air chamber to help reduce the pressure swings in the oil sump out of a peanut butter jar. I've got ~2" vacuum.

An Airtex E1074 came on my machine. Summit sold them once upon a time....https://www.summitracing.com/int/parts/atx-e1074/overview (it is a 24 volt pump). Note fitting on top of pump and electrical connector.

The only thing I reused from the blue K&N switch was the diode. The Electroswitch drawing in my original post notes this. The 75902LV is a much better switch than the blue plastic versions.

The TM for the M E P - 0 1 6 B indicates you have an Output Selection switch that allows you to select 120V 1 Phase output. I don't own one so have no idea of the differences in your 701A. TM has a wiring diagram that may help...
Top 2 bolts (#5) are anchors that allow the lunette to swing in or out as you pull the trailer. Your lunette is attached by the 4 each #3 bars. Check out the attached Mendenhall Buyers Guide.
You might want to check your wiring connections, too. It might be something as simple as a grounding or corrosion problem. I searched on 'fuel gauge pegs full' and got several hits. This one is interesting:
