Where does it say you cant stop at MCD's on your way to your historic car club activity? We meet at a mexican food place next to my work sometimes, I drive it into work and go right after as it's "primarily" being used for a historic vehicle club activity.
The form here in CA specifically states that you can drive as part of Historic Vehicle Club Activity, so provided you're meeting with your members you're taking part in one. No need to explain to an officer rather than showing them that you're in route to your meeting. I'm also part of a classic...
That's why I joined the CHHC - www.CAhistoricalhmmwvclub.com, if anybody would like to start a chapter in their town, contact them, that way you can create a historical car club activity whenever you and your members please.
I did have trouble, I'm located in Ventura County and was only able to get Historical Plates for my m998. They list usage as Primarily used for: parades, historical car club activities...etc.
That said, I've joined a Historical HMMWV Club that meets up here in Ventura County weekly and posts...
