    Wait Light Stays On

    Park it inside a heated garage, install 20 block heaters, move someplace warmer, spray an entire can of starting fluid into it, etc. Joking aside, I would first check to see if the glow plugs are getting power then check the solenoid. Did you hear the glow plugs cycling?
