i would much rather have an engine with 5000 hrs on it instead of a mil rebuild with just a few. i have seen so much stuff where they did not know or did not care.
i posted the instructions, but this now sounds like a dirty fuel system problem, or an air leak. just keep it simple, this is a very simple system, so the problem will also be simple.
just take the keepers off so the spring and cup will come off, remove the delivery valve and soak / wash it in lacquer thinner until it will come apart. note the relation of everything so it goes back the way it came.
there are many little things that must all work and be in the right relation to each other. the gear must rotate, the piston must pump, the delivery sleeve must slide and be connected to the control shaft by the pin and it must all be timed exactly right. plus it must have some fuel pressure to...
it's been a long time since i saw one, but isn't there a piston that a cam in the engine pushes? it must be very free except for the spring pressure that returns it.
soaking in laquer thinner will do more good than any other solvent i know of. they need to be very free and easy to move. lube it with clean fuel before putting it back on.
