    Yes I'd put it below governed high idle like that. It'll prevent slow shifts or hanging if it can't reach that 3400rpm if it's burdened.

    It's more dependent on the IP. It will start defueling around 3400. You could probably twist one out to 3500-3600. I would not set your shift point to the governed speed, but slightly below it. BTW, you should have 2.56 diffs in the truck. A2's and later got the 2.73 and 3.08 diffs. So...
