    Take a look at the schematic and correct me if I am wrong. The only circuit specific to the MD3070 is the "N" solenoid, and per the hydraulic schematic, it controls a valve and not a locking collar.

    The interaxle differential mentioned by snotrack is actuated hydraulically, there is a special solenoid for it.

    Code 13 13 is ECU input voltage medium low. Is your alternator working correctly? The Allison can't stand working with just battery voltage. Here is the useful WTEC II manual:

    In Mode, the WTEC controller commands the transfer case interaxle differential to lock. This does not appear to be happening based on what you describe.
