In theory, the program is for maximum historical accuracy to only display accurate markings. As originally written, you could do this on vehicles painted in a solid color. I see the appeal for collectors and exhibitors, but it doesn't make much for someone just putting their truck to good use...
He wants to register as historical MV, IIRC. They require that to be mailed in nowadays. You're absolutely right for standard registration. Do it anywhere that'll give you a place in line.

They do recognize the 6 digit serial, but will probably ask questions. Be ready to explain the serial number and show them to the data plate and the vehicle invoice or SF-97 to ease their concerns.
