Maybe try anchoring the winch chain to something and SLOWLY backing up, like trying to un-nest a come-a-long that some body cranked up too much? Once the cable unrolls past the "bite down", you would still want to fully unroll and inspect the cable.

Maybe CAREFULLY knock out the shear pin with a smaller diameter punch? Man, that sucks....
