    People could definitely bring this country's (justice system) to a screaching halt by demanding/requesting a jury trial for everything. That is true. Court time = overtime! I know few LEOs that don't want or need time-and-a-half $$ for a fix-it ticket! Pre-emptive stops (for little things)...
