    . Still looks like there is a lot of paint. Maybe the rest of the numbers are there too? Maybe some paint remover and then hit it with some primer so it doesn't rust. OR maybe you leave it alone so the DMV inspector can find the rest of the serial - or be satisfied with what you found.
