I would double check that wiper motor, the switch and the ground. I have plowed 40 inches of snow with a CUCV and few times I had issues with wipers. Something is wrong if you have issues. I have owned many vehicles and hey all have about the same power at the wiper motor.

I am thinking electrical. Get a voltmeter and check and see if you are getting 12 volts to the motor. Also make sure the grounds are clean and tight. Add a temporary ground and see if that makes any improvements. Report back. Happy New Year.
You done good. I see no mention of a lifetime warranty. I like most warrantys that I don't have to use. But it is nice if the situation arrises. Merry Christmas.
