I didn't do the pvc inserts, but I used a couple ratcheting load straps between 2 trees to pull the beads apart when re-inserting the stock run flats. The tire will be standing upright rather than it's side, so I'm not sure how well that will work for the pvc inserts, but it made reinstalling...

I'm not sure what type of shop you tried, but I think your best bet would be a small local independent shop if you can find one (tough these days). A "production" shop isn't going to want to touch anything out of the ordinary and these hmmwv wheels/tires/runflats are about as unusual...
Mac motors has had the goodyear enforcer MT's in stock. These are new, not NOS. It's the only place I could find them when I was looking back in Feb. of this year. Under $2k for 4 delivered to a local freight terminal. No tax. They list them for $500 each, but they gave me a little discount...
