    When you mount those valves they need the spring preloaded. You basically have to mount it past the point it normally mounts and rotate it against the spring to the correct location.

You can test it manually with the truck running, just see if moving the throttle changes the amount of vacuum going through the valve.     No one said anything about getting an adjustable vacuum pump. His original post said he adjusted something between the firewall and the air cleaner... that was likely the vacuum pump which I was letting him know did not do anything to help the situation.
