    Another thing to check on the trailer is that the surge brake is releasing. I have had one that didn't release 100% and the brakes dragged. Easy fix is to put a 3/8 x 5" bolt in the hole at the front of the surge brake setup that stops it from actuating. That will get you home at at 1100...
