    The relay is already being energized by 12v, via the two small wires. The relay is only switching 24v. No issue of changing that to 12v

    Yes. You are reading the combined voltage of both batteries. This is due to how the alternators are wired in series. With the resistance in the glowplugs and the LARGE resistor on the firewall, the voltage will drop to 12v. Alot of guys will bypass the resistor and wire the glowplug relay...
