Yes, it can stick in the out postition and this is usually because it isn't functioning correctly in the first place.
Turn the truck off, pull the stop out and leave it. Set parking brake. Chock the wheels.
I'm not sure how to clear it but my first thought would be to pull the injectors and with them out crank it over. That will give anything in the cylinders a place to go.
