    It is not the same regulator that is used on the MEP-002a or MEP-003a, instead it is used on the MEP-016,017,018 family. I have a similar problem with the one on my MEP-701a, but not as severe, with mine it seems to relate to ambient temperature, on a hot summer day it will max out around 122V...
