Vermont I went in to the DMV with the Bill of Sale from GovPlanet. I registered it as a truck and picked the weight I wanted to register it as (progressively more for each higher bracket). I paid $480ish for 21,000lbs GVW and walked out with plates. No title is required or given since mine...
