Yes, in Colorado. It doesn't need a VIN to get a title and registration. (At least when I did it in 2016, and until I moved away a few months ago.)

My truck was titled and registered with just its military serial number. Maybe the mistake was trying to get the VIN assigned to it?

Not totally sure, but the laws are specifically referring to motorized vehicles. Trailers are not motor vehicles.
