Also, using a Nm to ft-lbs converter 28.5 Nm = 21.02 ft-lbs. If you take the "printed" value of that TM "21.0 in-lbs" and convert to Nm it comes out as 2.37 Nm.
Thus, I would say "Confirmed" 21 ft-lbs is the correct value to use.
