    Three ways. If it starts, start it and let it run. Crack the screw, and look at the flow. By crack, I mean just a wee bit open. When you see only fuel, and no bubbles, tighten it up.     Like Scooby mentioned, most have them in the fuel bath. But every one I can remember was encapsulated in plastic.

    The Actuator has no parts break out in the TM, so That's no help. The TM is of no help. But the attached document shows me that the Actuator should not be wet, inside. If it were to be wet, there would be a passage, if not two, to help fuel to enter and exit.
