First off, RPM = Hertz. thats a direct relation. RPM dictates Hertz.
Second off, there is no idle. The set is supposed to run, all the time, at 60 hertz. When it runs right, and you stop the gen set, you just close the doors and walk away. Never adjust the throttle cable down to Idle/cool off...

Also, do you have a multimeter that reads hertz? If so, stick the leads into the 120 Volt outlet. Start the set. What is the reading? Can you use the Hertz adjust knob, (Item 20) to adjust it?

I think your problem is this. Look at the attachment. I pointed out the Bolt, Washer and Special nut. When the linkage is hooked up right, the Bolt, should move freely in the slot on the L5 arm. Freely. It kinda looks to me like the linkage is tight against the Arm. Also, the arm looks a bit...
