    NAVFAC is short for Naval Facilities Engineering Systems Command TB 9-2300-390 would indicate a rebuild bulletin, though there should normally be a dash and two more numbers. If it was a one-off (or small number) Navy rebuild, that might account for the hand stamped plate and if the rebuild...
