    From my understanding the lift pump on a 6.5 indeed allows flow when it's not working. A good IP should be able to draw fuel by itself although it (drastically) shortens its lifespan. It should get you home though. I've contemplated installing 2 6.5 lift pumps stacked on top of each other...
