If failing the FMVSSs is part of an annual vehicle inspection, humvees should be allowed to be registered as an antique as you say, over 25 years old and not require the inspection....

I am assuming the problem here is even though these vehicles are over 25 years old, they were made after 1967 when the FMVSS regulations were implemented. What makes no sense, is that there are plenty of pre-67' antique vehicles that don't require FMVSS on the road that are titled and tagged....

I too put in an online inquiry a couple of days ago to Virginia DMV and the response I got back today was that Humvees are considered "Off Road" vehicles which did not meet FMVSS and could not be registered or titled in the COV by the DMV regardless of whether another state titled the vehicle...
