You would be right IF the Federal govt. would require all States have similar (or the same) rules about titles.
But as I posted above, I can't get a title for my '55 M38A1. Ohio would require it, along with many other states.
Requiring sellers to offer titles assumes it is within the seller's...
Not entirely-pre-'63, they will not do it whatsoever, even if you have a title in your hand from another state.

You can title a 1963-1985 year model...
And what would you like me to do if I sell my '55 M38A1?
The hillbilly state of Georgia absolutely steadfastly refuses to issue titles on vehicles older than 1963. So all I have is my BOS from the previous owner and my current registration slip.
Can I not sell it on SS?
