    I believe it is federal law that if a vehicle is legally owned in one state (even if it is not a title state).. other states have to title the vehicle as well. So if it is titled in OR you should be good to go. Notice I did not say "register". Believe how it works out is the vehicles new...

    call liscence office... they should have list of approved appraisers or have a record of what makes someone an "approved appraiser" could be a local certified mechanic is all you need. Don't know till you ask them
