I can see having a removable vise on a permanent bracket. A permanent vise should have some weather protection...

Found this, but don't know if it's for the bumper (not that familiar with the wreckers).

Any of you have a reference to the vise in any of the TM's, 5-ton or 2-1/2 ton? Is the mounting plate a fab job or does it have an NSN?
