A manifold heater can not pump fuel into the base while the engine is running. It's impossible.
Is your FDC bypassed?
Diluted oil would be my suspicion.
Front crank seals leak and make a mess, as well as rear main seals.
Whatever you do, be sure to provide any shop that does work on it...
