    Yes, it would be tight but yes you could drive it. One of my neighbors(much bigger than me) drove it and he has huge feet and was dressed in snowmobile gear including boots when he tried it out. At 5'9" and 205, I fit very comfortably. 10 shoe.

    Many states have laws for low speed vehicles. So yes, they probably can be registered for road use. Google LSV laws. It looks like in my state they allow them on roads with posted speeds of 35 mph or less.
