As for the engagement lever, I often slowly pull out on my cable a bit while holding light hand pressure on the lever until it engages. Remember, the engagement dogs only engage every 180 degrees of drum rotation. Since your cable is bound, you will need to rotate the input shaft several turns...- doghead

I suggest that you do NOT use a new shear pin to run the winch in reverse to unbind your cable. I suggest you get the engagement lever on the winch into free spool. Then pull the cable out. If you put the pto in neutral and rotate the driveshaft by hand(pipe wrench, or bar through the yolk)...- doghead
