I can't tell what he is saying, if he is simply talking about getting an off road title from GP, there is no reason he cant ask about wait times here. Without asking or understanding his comments that came after that question, the answer is YES.

On road or off road? If off road, does MD issue an off road only title? Who are you waiting on to get a title? Your State DMV, a business, or GP/GL?
