I followed previous write ups and serviced the petcock when replacing the filter drain. It's a poor design choice for sure but not the issue.

Yes can confirm, it's also below the fuel line. Pressurizing the fuel tank with air and cracking the line that goes into the governor/IP gives me solid fuel flow (and a mess). :ROFLMAO:
