    Surface rust.....treat then paint

    Light rust (like stains): degrease and apply 20% dil. phosphoric acid or products like Ospho and equivalents, with 3M Scotch-Brite. Heavier surface rust: do sandblasting or use angle grinder with 60 grit flap disc, then treat with Ospho.
