no need to take anything else off it is very easy to get to. replace all the hose, the short sections are just as likely to leak.

Yes it is a restrictor so that the system is self priming

I know there has been a lot of discussion about 3.5mm being the right size but 4.0mm is readily available and about 50 cents per foot and is just .020 thousandths larger so it goes on just as tight.

hose is never clamped from the outside, it always has an internal pipe

it is very low pressure, i doubt you even need clamps with the correct size hose

i don't know how you get 3.5mm hose on, i use 4mm and it is a very tight fit. the units i replace it on already had 4mm hose from new, obviously never replaced. also the tees are the same size as drip irrigation hose parts which are 4mm so replacements are as close as walmart.

how do you push that on the barb fittings on a mep-802/3? as for the 4mm versus 3.5mm the 3.5 may be correct, but look at the end of a failed hose and it looks like it was no something to large. the 4mm is only .020" larger id but is still a tight fit so i think it may be a better choice anyway.

don't know where you got that info, but i think it is wrong. the original hose is DIN73379 type B 4.0 x 9.0 mm very hard to find in US, i buy mine in England 50 ft at a time.
