There are a few, but many of them, such as Broadway Title Service, will not title MVs.

I know this will cost you more money, but perhaps it's time to have an attorney send them a letter explaining they will owe you your money back, plus damages, if they don't get you either a title, or your money and paper work back. Just a suggestion.
