If the plug was out and if there wasn't any oil in there, I doubt it's oil soaked. (Mine on the other hand was SOAKED from a quart or so of oil being trapped in the bellhousing. ) It's either an adjustment issue or just worn if the oil level is fine in the transmission.
Sudden rise of RPMs with no speed change is clutch slippage.
There is an adjustment point on the rod from the pedal to the fork. If the clutch isn't fully releasing, that can cause the shifting issue. Upshifting doesn't normal show this issue since the disc is actually going to be slowing...
